Senator Calls for Stricter Measures Against Texting and Driving

Most Orange County drivers know that although there are laws expressly prohibiting texting and talking while driving, motorists freely ignore them.

State Senator Joe Simitian, who wrote the first laws, says that he knows that his laws are being ignored, and he wants to change this by drafting a new law that would increase the fines for driving cell phone users.

“Research has shown that our distracted driving laws are changing behavior and saving lives,” Simitian, a Democrat from the Bay Area city of Palo Alto, said in a statement. “Yet we know there are still far too many drivers texting and talking on hand-held cell phones. This bill would toughen penalties, add the deterrent of a point on a driving record, and help fund a program to spread the word that no text or phone call is worth the cost of a life.”

Simitian’s newest bill, SB 1310, passed the Senate with a vote of 24 to 9. This bill would increase the fines from $20 to $30 for first-time offenders, and although, that may not seem extravagant, this puts the total from about $160 to $200 with court fees. Second offenders would be required to pay about $370, a rise from about $280. They would also receive a point on their official driving records.

It’s easy to see these motorists who flout the law; people rarely even try to hide it.

Irma Bough, a traveler who was on her way to Monterey from San Diego, said that she favors the fine increases if it helps to stop cellphone use while driving.

“It’s a safety issue. People are dying because of texting,” Bough said. About the fines, she added, increase them “if that’s what it’s going to take to make it stop.”

Vincent Nathan, a resident of Lake Forest, says he also supports the law.

“The more the merrier, if it’s a deterrent,” Nathan said.

He regularly rides a motorcycle and says that not only does he see drivers talking on their mobile phones, but he also worries about his safety more frequently because of distracted drivers.

“You can see them texting and talking right in front of you,” Nathan said. And, he added, law-enforcement officers aren’t always strict on the issue. Nathan said he’s seen a lot of officers let drivers slide: “I know you can’t stop them all, but. …”

Bicyclists would also be held to the standard of the law, in accordance with Simitian’s bill. Violators would be fined $20 for the first offense and $50 for the second time.

The bill must be ratified by the Assembly, before it will be passed on to Governor Jerry Brown’s desk. The governor vetoed a similar bill last year, but that one also had higher penalty fees.

“I’ve been in discussions with the Governor’s Office and hope to find common ground with the governor this year,” Simitian said.

Baby Still Struggling for Life after Car Crash

The 7-month-old baby girl who was critically injured in a three-vehicle accident is still fighting for her life, according to officials.

The baby was riding in the orange Ford Bronco that rolled over and landed on its roof on Wednesday morning. The vehicle was then hit by a silver Honda, said a police spokesman for the Huntington Beach Police Department.

The driver of the Honda died at the scene.

Officials received reports of an accident on Bolsa Chica Street at the corner of Tasman Drive just after 7:30 a.m.

According to witnesses, the driver of the Ford Bronco veered slightly into another lane and the driver overcorrected, which caused her to lose control of the vehicle and flip over. The vehicle was then struck by the Honda and another vehicle.

The driver of the Honda was identified as Abraham Perez, a 30-year-old from Huntington Beach.

Two other people were hurt as well.

Driver Killed by Metal Object that Crashed Through Windshield

Authorities said that a driver was killed on Friday night when some unidentified metal object smashed through his windshield and hit him on the head.

The man was identified as William Donovan, 60, of Irvine, by the Orange County Coroner’s Office.

The California Highway Patrol said that Donovan died when he drove his Toyota in the No. 1 lane of the northbound 55 near the McFadden Avenue exit, when the object – which authorities believe came off of another vehicle – flew through his windshield and killed him.

He suffered from “major head trauma” and was transported to the Western Medical Center in Santa Ana. Hospital officials pronounced him dead a short time later.

Several other vehicles crashed on the 55 following the accident, as motorists tried to avoid the strewn debris. Two lanes of traffic were blocked for about an hour and a half.

Safe Summer Driving Campaign Hopes to Change Risky Texting-While-Driving Behavior

With May 2012 unfolding as National Youth Traffic Safety Month, a number of outreach campaigns are encouraging people to help keep young drivers safe. One of those campaigns is the “Safe Summer Driving Campaign” that the Texting Awareness Foundation (TAF) is coordinating.

In addition to the efforts TAF has made for their awareness campaigns is their urging to companies to put in place corporate policies to end texting while driving. The number one killer of teens in America is texting and driving, and other types of cell phone use while driving.

The U.S. Department of Transportation reveals that texting while driving increases the risk of a crash, making it 23 times worse than driving without engaging in that dangerous behavior. Sending text messages has grown explosively, and according to the International Association for the Wireless Telecommunications Industry, in the U.S. in 2011, people sent or received more than 196 billion text messages in the month of July alone. That number, compared to the same month in 2009, represents an increase of 50 percent.

Even though many outreach campaigns and news story have explained and illustrated the dangers of texting while driving, the numbers of people using cell phones while driving keeps increasing. Reports such as those are alarming, and as a result, the Texting Awareness Foundation has slated its Safe Summer Driving Campaign to last all summer.

The Foundation, and other organizations, hopes the messages to encourage safer practices while driving will have an impact this summer, one of the deadliest seasons of the year for fatalities related to texting while driving.

Collision with Jeep and Pickup Injures Two Children in Anaheim

A collision involving a Jeep and a pickup injured two children yesterday morning in Anaheim, sending them to the hospital, The Orange County Register reports.

The accident, which occurred a little before 9:30 a.m. on May 10, 2012, called responders to the scene in the 1900 block of S. Haster Street near Katella Avenue.

According to The Register’s news story, the preliminary investigation shows that a Jeep Grand Cherokee that had been traveling at roughly 40 miles per hour and heading north on Haster collided with the rear end of a Chevrolet S10 pickup truck. The two vehicles are reported to have then driven into a carport of the Sunshine Palms complex.

A ten-year-old boy and a 7-year-old girl who had been passengers in the Cherokee were treated by paramedics for minor injuries, and then transported to UCI Medical Center in Orange. The children’s mother, who had been driving, was uninjured. The man who had been driving the pickup was also not injured.

The Register reports that the windshield of the Cherokee had cracked from the inside out, with the break occurring when the 10-year-old’s head hit it, a police officer said. The officer said the child apparently had not been wearing a seatbelt.

The investigation is continuing.

Man Saves Woman from Fiery Crash in Studio City

A fiery crash in Studio City would have led to one woman’s untimely demise had it not been for the actions of a brave man who pulled her from the vehicle.

The accident occurred in the 10700 block of Ventura Boulevard at 12:15 a.m.

According to police reports, the woman was driving in a pickup truck at a high rate of speed when she slammed into a utility power pole.

The force of the impact sent the power lines crashing down, showering the road in sparks and lighting the vehicle on fire.

A witness saw the crash and rushed to the scene to help the driver.

“I didn’t see the accident, I just heard and I saw a flash, and I just ran over there and she was already trying to get out,” Oscar Megana said.

He also said that the woman was in shock, and tried to return to the car.

“She was in shock,” Megana said. “When it started to burst into flames she ran back. We were sitting there like, ‘No, no, no, we gotta get away.’”

Firefighters tried to access the vehicle, but they were blocked by the live power lines. They used high-pressure hoses to put about the blaze, and it was finally subdued about 20 minutes later.

The woman suffered a few minor injuries.

She was arrested on suspicion of drunk driving after she failed a sobriety test.

About 500 people were left without power because of the accident.

Crews were sent to repair the pole and the damage was finally fixed later at night.

405 Freeway Closed After Power Lines Fall on Cars

Both directions of the 405 Freeway were closed for a few hours on Thursday after power lines fells on multiple vehicles in Orange County.

The accident happened at the Magnolia Street exit near the cities of Huntington Beach and Westminster.

The California Highway Patrol reported that several vehicles were involved when they were hit by power lines. There was no indication of any injuries.

The lanes on the southbound side reopened at 4:30 p.m. Two of the left lanes on the northbound side have also reopened.

All traffic on the southbound side had to exit on Beach Boulevard and take Warner Avenue to either the PCH or rejoin the I-405 further on.

The northbound traffic had to exit at Magnolia Street and take McFadden before returning to the 405 at Beach Boulevard at the I-405 further on.

Resident of Topanga Killed in Malibu Crash

The woman who was killed when her car swerved over the edge of Malibu Canyon Road was identified today by authorities.

The crash occurred just before 10 a.m. on Thursday about a mile away from the Pacific Coast Highway in Malibu.

The woman was named as 46-year-old Jennifer King of Topanga, according to the coroner’s office. She was pronounced dead at the scene of the crash.

She was traveling northbound in a Mazda Miata on Malibu Canyon Road when she lost control of the vehicle and careened off the side of the road. No other person was injured in the crash.

Worker Dies after Being Buried Alive at Construction Site

An employee who was working at a construction site in Benedict Canyon died after he was buried under several feet of earth by accident.

The Los Angeles Fire Department spokesman Brian Humphrey said that he was underground for about 20 minutes before he was discovered by his coworkers.

About 80 firefighters from both Beverly Hills and Los Angeles were dispatched to the scene to rescue the man, but after an hour of digging, they found the man beyond their help.

The accident occurred at 1265 N. Benedict Canyon Drive at a house owned by the diamond wholesalers Isaac and Roya Musighi.

Man’s Arm Severed by Freight Train

A man was hit by a freight train in Santa Fe Springs on Wednesday morning was transported to a local hospital for treatment of his severed arm, according to officials.

The man was severely injured and was found by police officials walking on the railroad tracks near the area of Rosecrans and Marquardt avenues just before 4 in the morning. He was then hospitalized.

Authorities said they believed that he was hit by a freight train.
