Portions of the I-405 will be shut down by construction crews throughout the weekend of Saturday, June 2, according to Orange County transportation authorities.

The northbound side of the I-405 will be closed between Valley View Street and Seal Beach Boulevard from Wednesday through Saturday from the hours of 12 to 5 a.m.
The Orange County Transportation Authority said that the closure is due to demolition activities that need to take place as part of the construction through the area.
Another section of the northbound I-405 will be closed from Seal Beach Boulevard to the I-605 on Tuesday through Thursday from 12 to 5 a.m. The southbound side of the same section of freeway will be closed from 12 to 5 a.m. on Friday and Saturday.
This construction project is part of a $277 million project that is attempting to address the massive traffic congestion that occurs at the intersection of the I-405, the 22 and the I-605. The goal of the project is to connect several of the carpool lanes so that motorists in do not have to switch lanes when they merge onto a different freeway.
According to officials from the Orange County Transportation Authority, the project will help reduce gridlock, improve the situation for carpoolers by allowing them to change lanes more easily and adding more space to a portion of freeway that sees more than 300,000 vehicles every day.
The Orange County Transportation Authority suggests following several different detours during the closures.
For avoidance of the northbound closures take the Valley View Street exit from the westbound 22, then take a left on Katella Avenue and drive west until you hit the northbound I-605.
You could also exit on Westminster Avenue from the northbound I-405, then continue to Seal Beach Boulevard and take a right. From there you can take a left on Katella Avenue to access the northbound I-605.
From the southbound closures, take the exit at Studebaker road and continue south, then turn left on Westminster Avenue to take the southbound I-405 or continue east on Westminster Avenue before turning left on Goldenwest Street to take the eastbound 22.

The program set up in San Juan Capistrano to use cameras to capture the license plates of drivers who do not heed red traffic lights and continue through the intersection will lose a projected a $40,000 this year.

Because of this decline in revenue, the city of San Juan Capistrano has decided to end its red-light camera use at two major intersections.
The City Council voted on Wednesday to not renew the annual $232,000 budget that they have contracted out with American Traffic Solutions. The cameras were installed in 2001 and since then, the cameras have generated about $400,000 for the city. Each ticket costs about $500.
However, a severe decline in in the number of citations and some legal problems have made this year’s cut less than half of what it was in previous years and officials expect it to lose about $40,000.
The citations will end after September 29 and tickets that have already been issued will continue being processed through December.
There are several other places in Orange County that still use the red-light cameras to catch violators, such as the cities of Santa Ana, Garden Grove, Laguna Woods and Los Alamitos. The system works by taking photos of the license plates of the motorists and then sends the ticket through the mail.
But a recent court decision has made it much more difficult for cities to defend citations when they are contested, causing the cities to reconsider their use of the cameras.
Laguna Woods City Manager Leslie Keane said that it will think about completely terminating its red-light program at its meeting on June 6. Keane said that their city needs a little more financial security, so cutting funding for the program would help.
In 2010, the Orange County Superior Court decided that law enforcement teams could not use the photos as evidence in cases. They decided that the photos were not clear evidence because no actual officer saw the driver run the red light.
When drivers contest these tickets, the law states that the city must send an attorney to defend the camera. If no lawyer shows up to defend the city, then the motorist automatically wins.
Allen Baylis, one of the attorneys in to 2010 case, said that more lawyers have begun to take on red-light challenge cases. Baylis currently has several hundred cases, even some in San Juan Capistrano. He takes about a $250 fee to defend each motorist.
“I can get decent volume of them, and a lot of my cases end up getting resolved pretty quickly,” Baylis said.
One of the attorneys for the city of San Juan Capistrano, Omar Sandoval, said that it is nearly impossible for the city to defend red-light tickets because it costs the city too much money to hire attorneys.
“There’s preparation and a learning curve upfront, but over time, when everything becomes routine, (defending every ticket) becomes more cost-effective,” Sandoval said.
The red-light program was initially activated to increase public safety and prevent accidents, not to generate revenue, said Sandoval.
Keane said that Laguna Woods has to contract a lawyer to exclusively work on these cases. Although the city gains about $185,000 annually from the camera tickets, they still have to use part of the federal funding to pay for the lawyer.
“The cameras have never paid for themselves,” she said.
Keane does say that she thinks the city is safer because of the cameras, although there is no conclusive evidence that can prove whether or not the cameras affected the number of collisions.
Officials in San Juan Capistrano say that the cameras have affected the behavior of motorists in the city. According to reports, they expect a 32% reduction in citations this year.
Since 2000, just before the cameras were installed, there have been 81% fewer accidents at the Del Obispo/ Camino Capistrano intersection and 44% less at the Ortega Highway/ Camino Capistrano intersection.
Mayor Larry Kramer commended the program: “I think the cameras have done a great job. I hate to see if we’ll have some major accident because these cameras go away.”
Sam Allevato, a councilman in the city, has supported the cameras since the beginning, but he still voted against renewing the contract, because they have reflected negatively on the city.
“It has just become a very negative connotation for our city,” Allevato said.

A multiple-vehicle crash on Tuesday afternoon left a 70-year-old woman critically injured after she failed to slow down at an intersection and crashed into several vehicles.

The five vehicles that were involved in the accident were stopped at the intersection of Irvine Boulevard and Prospect Avenue just before 1 p.m. Several of the drivers and occupants of those cars were taken to the hospital as well.
Firefighters from the Orange County Fire Authority had to use heavy machinery to extract a woman from the red Ford Festiva that she was driving.
The 70-year-old woman was driving a red Ford Mustang in the westbound lanes of Irvine Boulevard at 50-60 mph when she failed to see that traffic was stopped ahead, according to Tustin police officer Sgt. Duane Havourd.
She crashed into the back of one of the cars, causing it to fly forward into the rear end of another car. This caused a multiple car pile-up, according to witnesses.
The woman was transported to the Western Medical Center in Santa Ana, where she was listed in critical condition.
Orange County Fire Authority Capt. Marc Stone said that a driver of another vehicle suffered traumatic head injuries and was also taken to the same hospital.
The two female passengers of the third vehicle involved sustained minor injuries. They were transported to a different hospital for treatment and evaluation.
Authorities are unsure if alcohol or drugs were involved in the accident.

Orange County authorities said that 219 people were arrested on suspicion of drunk driving over Memorial Day weekend.

The arrests were largely made by the authority of checkpoints and patrol police cars throughout Orange County over the last three days, according to Deputy Wayne Howard of the Sheriff’s Department.
None of the agencies reported any fatalities. The total figures are still not in, while several departments continue to tally their figures.
During this same weekend last year, there were a total of 201 DUI arrests and at least two deaths.
In one of the traffic collisions from last year, a 14-year-old was killed during a suspected DUI crash. Ashton Sweet was returning home with three of her friends after a birthday party when the Mercedes-Benz that she was traveling in was struck by a suspected drunk driver. Sweet was killed on impact and all over her friends were also injured in the crash.
The drunk driver in that incident was Austin Farley, 26, of Irvine. He was arrested and held on $100,000 bail.
The other fatal collision from last year’s Memorial Day weekend involved a 25-year-old pedestrian who was struck by a vehicle and died. Kevin Blanciak, a resident of Fountain Valley, was crossing in the northbound lanes of Brookhurst Street outside of the crosswalk when he was hit by a Toyota 4 Runner SUV.
He was taken to the UCI Medical Center where he was later pronounced dead. Police suspected that he was extremely intoxicated at the time of the crash, and no arrests were made.
Luckily, there were no fatal accidents this year, although the amount of total DUI arrests did increase.
38 different agencies throughout Orange County carried out this year’s anti-DUI campaign and became known as the “Avoid the 38.” Several of these agencies are the Sheriff’s Department, local police departments and the California Highway Patrol.
The total number of drivers arrested by California Highway Patrol officers also increased over this Memorial Day weekend. 74 arrests were made, compared to the 53 arrests made last year.
The next increased enforcement period will occur over the July 4 holiday and then again from August 17 to September 3.
A trust fund from a grant made by the California Office of Traffic Safety, via the National Highway Traffic Safety Administration provided the extra help for the program this weekend.

A man from San Juan Capistrano was convicted on Thursday for a hit-and-run accident that killed one woman and seriously injured a man, according to authorities.

Jason Michael Roberts, 32, pleaded guilty to two felony counts of hit-and-run with injury and could possibly spend four years and eight months in state prison, said the Orange County District Attorney’s Office.
The accident occurred at the intersection of Brookhurst Street and Atlanta Avenue in Huntington Beach after at about 1:45 a.m. on July 22, 2011 when four friends crossed through a crosswalk after leaving a birthday party at a bar known as Out of Bounds.
The car in the accident, a 1993 Toyota Camry, hit 24-year-old Oriana Millan and a male member of the group of friends while they were crossing the street. Millan, the mother of a five-year-old, died at the scene of the accident and the man was transported to the hospital with a fractured wrist and skull.
Authorities later discovered that the driver of the Camry had fled the scene and traveled 12 miles away to Laguna Beach before his car overheated and broke down. They later identified him as Roberts.
When authorities caught up with Roberts, he initially told Laguna Beach officers that he had hit an animal on Pacific Coast Highway, but from the reports to the damage to the car, it was obvious that he had hit a person. Police arrested him when they realized his connection to the Huntington Beach hit-and-run.
He must return to court on August 3 for sentencing.
The penalties and sentences of hit-and-run accidents can be different from state to state. In Virginia, for example, the crime can be called a felony if it results in death, injury, or damage to attended property in excess of a certain amount of money. Otherwise, it would be considered a misdemeanor crime.
In Texas, the crime can be considered a third degree felony if the accident leaves the victim dead or with serious bodily injury.
In California, hit-and-runs that result in bodily injury or death are also considered a felony and can cause the driver to be sentenced to at least five years in prison. It could also mean that the driver’s license is suspended, cancelled or revoked, depending on the severity of the crime.

A suspected DUI crash in Willowbrook left three people – a mother and her two young daughters – dead on Monday morning.

The crash occurred at the corner of Mona Boulevard and East 119th Street at about 7:30 a.m., according to police reports.
Apparently the accident happened when a 32-year-old drunk driver was traveling down Mona at a high-rate of speed when he broadsided the family’s vehicle and caused the vehicle to roll over several times.
The man’s white Cadillac and the woman’s Chevrolet Tahoe SUV both careened off the road and rolled into a retaining wall on the side of the street.
The woman’s two children, Loryana Martinez, 3, and Brianna Martinez, 7, were both thrown through the windows of the vehicle onto the street.
The mother, Lynzne Jane Martinez, 30, of Los Angeles, sustained severe injuries and was transported to a local hospital where she later died.
Brianna was pronounced dead at the scene by emergency responders and Loryana later died at the hospital in Lynwood.
One of the residents of the area, Mitzy Rendon, 16, heard the crash and ran outside to help the victims.
Rendon said, “I saw a baby on the floor, already dead,” she said. “I tried helping her but I couldn’t do anything. My mom checked the pulse, but she already had died.”
Three other people were also injured. Their names were not released, but they were identified as a 65-year-old man, a 24-year-old man and Martinez’s 1-year-old son. They sustained minor to moderate injuries.
The little boy was removed from his car seat at the scene of the crash by a witness.
The driver of the Cadillac was alone in his vehicle. The California Highway Patrol identified him as Jason Steward, 32, of Hawthorne.
According to witnesses, Steward attempted to flee the scene, but was quickly caught and held by several members of the community.
He was later escorted by the police to a local hospital for treatment of a broken ankle.
After he had completed treatment, he was placed under arrest for vehicular manslaughter, hit-and-run and suspicion of DUI.
Members of the Martinez family said that the only reason that Martinez was driving home on Monday morning was because she decided on Sunday that she had had too many drinks to drive and needed to rest before she got in her car.
“They made the right decision, but this other guy didn’t,” one family member told KTLA. “Even though they were trying to play it safe, they still got hurt.”

A 2-year-old girl was playing in Manzanita Park in downtown Anaheim on Thursday afternoon when she was viciously attacked by a pit bull, according to police reports.

The owner of the animal was a family friend of the girl and her parents and had taken the dog off of its leash to let it run free in the park.
The girl’s father, Tyler Johnson, said that the dog was very rambunctious and was nipping at everyone’s legs. He saw the dog approach the little girl, so he picked the girl up, but as he swung her up in his arms, the dog grabbed ahold of her legs and would not let go.
The dog’s owner then came over and pulled the dog off of her, but not before she received a deep gash in her leg.
She was taken to the Anaheim Regional Medical Center for treatment and evaluation. They tested for rabies and other infections, while she was in the emergency room.
Johnson is calling for the dog to be put down immediately.
Currently, the dog is being held by the Orange County Animal Control Center for at least 10 days. It is quarantined from contact with all humans and other animals. A hearing will be held to determine the dog’s fate.

An 80-year-old man was shaken up after a possible drunk driver crashed through his home in Anaheim, according to police reports from the Anaheim Police Department.

The collision occurred at about 12:30 a.m. in the 900 block of South Magnolia Avenue on Friday.
The alleged drunk driver had already destroyed several other objects on the street. He plowed into a few cars and drove onto the sidewalk multiple times before he drove into the front of the man’s house.
The elderly resident was at home and sitting in his living room on the couch with his cat when he was startled by a loud noise outside. He barely had time to move out of the way before the car plowed through the front of house.
The man had recently moved into the house after living in a mobile home for several years.
“The investigation showed that the driver was southbound on Magnolia, crossed into the northbound lanes of traffic where he struck the curb and then hit two fences, a house and another block wall,” John Roman, of the Anaheim Police Department, said.
The motorist was arrested and taken into custody on suspicion of driving under the influence after he failed multiple roadside sobriety tests.
“The driver had been drinking,” Roman said. “He was arrested for driving while under the influence and was booked at the Anaheim police department.”
The man’s black Toyota pickup truck was completely destroyed in the crash.
In California, there were 920 fatal car accidents where at least one of the drivers involved had a blood-alcohol content level higher than the legal limit of 0.08% or above in 2008.
Of the 920 car accidents, more than 1,000 people died in the collision. California is one of the states that has the most deaths from drunk driving crashes in the United States.

Yesterday morning, a mother pushed her son out of the way before a big-rig struck and injured her in downtown Fresno, The Fresno Bee reports. The big-rig ran over the woman on May 25, 2012 on E Street at Fresno Street a little before 9:00 a.m.

According to witnesses, the woman, 30-year-old Alicia Dougherty, may have saved her son’s life. The two-year-old boy was also injured, with a cut to his right foot, police said.
The Bee reports that a woman who witnessed the collision, Stephanie Gonzalez, stopped her car and rushed to help the injured woman and child. Gonzalez said the woman was crying for her baby and the woman said that the truck almost got him and she saved him.
Responders took the injured pair to Community Regional Medical Center. The Bee reports that police and witnesses said the woman had the right of way as she crossed the street. The truck, heading southbound on E Street, made a right turn to Fresno Street and hit the woman where she was walking in the crosswalk.
The Bee reports that Joe Ploharz, a Fresno police officer, said it was likely that driver of the truck didn’t see the woman who was walking because the height of the truck obscured his vision.
According to several people, including Gonzalez, The Bee reports, the truck driver was said to be on a cell phone as he made the turn, but Ploharz did not hear that from witnesses he interviewed, he said.
Tejpal Sandhu, a resident of Newark and the driver of the truck, was cited for failing to yield to pedestrians in a crosswalk, police said. The news story explains that after the truck hit the woman, the driver back up, and unintentionally rolled a front wheel of the big-rig back over the woman. The victim had tire marks on her leg, The Bee reports, and she and her son lay crying in the street.
Gonzalez said the tire was already running over the woman and her baby, and the woman grabbed him and slid him over.

The driver of a silver sedan died on Saturday when his vehicle accidentally drove off the edge of the road and into the Port of Los Angeles.

According to witnesses, the car landed upside down in about 10 feet of water and began to sink quickly.
The accident occurred at about 2:55 p.m. on the southbound lanes of Navy Way near north side pier 300.
Emergency crews responded to the frantic calls and arrived on the scene shortly. They sent divers into the murky waters to retrieve the man. They cut him from his seat to free him and transported him to a local hospital where he was later pronounced dead.
“We have witnesses who saw the driver on the wrong side of the roadway,” LAPD Sgt. Jerome Calhoun said at the scene. “All of a sudden, he veered to his right — he switched back over to the right side of traffic — which caused him to run off the road here.”
The water was extremely murky and difficult to see through, so divers had to use flashlights to find the driver.
The crash is still under investigation and the police are unsure if alcohol or drugs were involved in the accident.

Then, escape through the broken window. Take a deep breath and swim out of the car as quickly as possible. Studies show that it is much better to swim out as soon as possible even though the water will be rushing in, rather than waiting.
If you can’t escape after you’ve broken the window, wait until the critical moment when the car has equalized. It usually takes 1 to 2 minutes for the car to fill up with water. While there is still air left, take a deep breath and open your door. Use the force of your body to swim against the torrent and escape.
